On March 15, 1918, the first issue of the futurist Newspaper was published under the editorship of V. Mayakovsky, D. Burlyuk and V. Kamensky. The newspaper was printed a poem by Mayakovsky — "Our March" and "Revolution. Poetochronika", two collective declarations - "Decree №1 on the democratization of art", "Manifesto of the flying Federation of futurists"," open letter to workers "by Mayakovsky and his own note "Mass grave".[2]

In an “Open letter to workers” Mayakovsky wrote:
"Comrades! The double conflagration of war and revolution has devastated both our souls and our cities… To you who have accepted the heritage of Russia, to you who (I believe!) tomorrow they will be the masters of the whole world, I ask: what fantastic buildings will you cover the site of yesterday's fires? What songs and music will flow from your Windows? What Bibles will you open your souls to?
Know that our necks, the necks of the Goliaths of labor, do not have suitable numbers in the wardrobe of collars the bourgeoisie.
Only the explosion of the Revolution of the spirit will clear us of the rags of old art.
... Send them to schools and universities for the study of geography, life and history, but with indignation reject the one who will present these fossils to you instead of the bread of living beauty.
A revolution of content-socialism-anarchism-is unthinkable without a revolution of form-futurism.
Greedily tear the pieces of healthy young rough art that we give you.
No one can know what huge suns will light up the life of the future. Maybe artists will turn the gray dust of cities into hundred-color rainbows, maybe the thunderous music of volcanoes transformed into flutes will sound incessantly from the ridges of mountains, maybe we will make the waves of the oceans touch the networks of strings stretched from Europe to America. One thing is clear for us — the first page of modern art history has been opened by us."[1]
Futurist Newspaper
In Decree № 1 on the democratization of art, Mayakovsky wrote:
"Comrades and citizens, we, the leaders of Russian futurism - the revolutionary art of youth-declare:
1.from Now on, along with the destruction of the tsarist system, the residence of art in the storerooms, sheds of human genius-palaces, galleries, salons, libraries, theaters-is canceled.
2.In the name of the great stride of equality of every devotee, let the Free Word of the creative personality be written on the intersections of house walls, fences, roofs, streets of our cities, villages and on the backs of cars, carriages, trams and on the dresses of all citizens.
3. Let the pictures (colors) on the streets and squares spread from house to house, pleasing and ennobling the eye (taste) of the passer-by.[3]
Artists and writers are obliged to immediately take pots of paint and brushes of their skill to illuminate, paint all the sides, foreheads and Breasts of cities, railway stations and ever-running flocks of railway cars.
From now on, when passing along the street, the citizen will enjoy every minute the depth of thought of great contemporaries, contemplate the flowery brightness of beautiful joy today, listen to music-melodies, thunder, noise-of beautiful composers everywhere.
Let the streets be a celebration of art for everyone.
And if it becomes according to our word, everyone, going out on the street, will be exalted, will be able to contemplate beauty instead of the present streets-iron books (signs), where page after page only greed, avarice, self-serving meanness and low stupidity have written their letters-defiling the soul and insulting the eye. "All art is for all people!"[3]
"Manifest of the flying Federation of futurists"
V. Mayakovsky, D. Burlyuk and V. Kamensky in the "Manifest of the flying Federation of futurists" presented their requirements for art:
"1. Separation of art from the state.
The destruction of patronage, privilege, and control in the arts. Down with diplomas, titles, official posts and ranks.
2. the Transfer of all the material means of art: theaters, chapels, exhibition halls and buildings of the Academy and art schools - into the hands of the masters of art themselves for the equal use of all the people of art.
3. Universal art education, because we believe that the foundations of the future free art can only come out of the bowels of democratic Russia, which has hitherto only hungered for the bread of art.
4. Immediate requisition, along with food supplies, of all aesthetic stocks lying under the bushel for the fair and equal use of the whole of Russia.
Long live the third Revolution, The revolution of the spirit!"

15 марта 1918 г вышел первый номер «Газеты футуристов» под редакцией В. Маяковского, Д. Бурлюка и В. Каменского. В газете были напечатаны стихотворения Маяковского — «Наш марш», «Революция. Поэтохроника», две коллективные декларации — «Декрет № 1 о демократизации искусства», «Манифест летучей федерации футуристов», «Открытое письмо рабочим» Маяковского и его же заметка «Братская могила».[2] В «Открытом письме рабочим» Маяковский писал: «Товарищи! Двойной пожар войны и революции опустошил и наши души и наши города… К вам, принявшим наследие России, к вам, которые (верю!) завтра станут хозяевами всего мира, обращаюсь я с вопросом: какими фантастическими зданиями покроете вы место вчерашних пожарищ? Какие песни и музыки будут литься из ваших окон? Каким Библиям откроете ваши души?..
Знайте, нашим шеям, шеям Голиафов труда, нет подходящих номеров в гардеробе воротничков
буржуазии.
Только взрыв Революции Духа очистит нас от ветоши старого искусства.
…Отдайте их в школы и университеты для изучения географии, быта и истории, но с негодованием оттолкните того, кто эти окаменелости будет подносить вам вместо хлеба живой красоты.
Революция содержания — социализм-анархизм — немыслима без революции формы — футуризма.
С жадностью рвите куски здорового молодого грубого искусства, даваемые нами.
Никому не дано знать, какими огромными солнцами будет освещена жизнь грядущего. Может быть, художники в стоцветные радуги превратят серую пыль городов, может быть, с кряжей гор неумолчно будет звучать громовая музыка превращенных в флейты вулканов, может быть, волны океанов заставим перебирать сети протянутых из Европы в Америку струн. Одно для нас ясно — первая страница новейшей истории искусств открыта нами.»[1]
В «Декрете №1 о демократизации искусства» Маяковский писал: «Товарищи и граждане, мы, вожди российского футуризма -- революционного искусства молодости -- объявляем:
1. Отныне вместе с уничтожением царского строя отменяется проживание искусства в кладовых, сараях человеческого гения -- дворцах, галереях, салонах, библиотеках, театрах.
2. Во имя великой поступи равенства каждого пред культурой Свободное Слово творческой личности пусть будет написано на перекрестках домовых стен, заборов, крыш, улиц наших городов, селений и на спинах автомобилей, экипажей, трамваев и на платьях всех граждан.
3. Пусть самоцветными радугами перекинутся картины (краски) на улицах и площадях от дома к дому, радуя, облагораживая глаз (вкус) прохожего.[3
Художники и писатели обязаны немедля взять горшки с красками и кистями своего мастерства иллюминовать, разрисовать все бока, лбы и груди городов, вокзалов и вечно бегущих стай железнодорожных вагонов.
Пусть отныне, проходя по улице, гражданин будет наслаждаться ежеминутно глубиной мысли великих современников, созерцать цветистую яркость красивой радости сегодня, слушать музыку -- мелодии, грохот, шум -- прекрасных композиторов всюду.
Пусть улицы будут праздником искусства для всех.
И если станет по слову нашему, каждый, выйдя на улицу, будет возвеличиваться, умудряться созерцанием красоты взамен теперешних улиц --железных книг (вывески), где страница за страницей начертали свои письмена лишь алчба, любостяжание, корыстная подлость и низкая тупость -- оскверняя душу и оскорбляя глаз. "Все искусство -- всему народу!"[3]
В. Маяковский, Д. Бурлюк и В. Каменский в « Манифесте летучей федерации футуристов» представили свои требования по поводу искусства: «1. Отделение искусства от государства. Уничтожение покровительства привилегий и контроля в области искусства. Долой дипломы, званий, официальные посты и чины. 2. Передачу всех материальных средств искусства: театров, капелл, выставочных помещений и зданий академии и художественных школ — в руки самих мастеров искусства для равноправного пользования ими всего народа искусства. 3. Всеобщее художественное образование, ибо мы верим, что основы грядущего свободного искусства могут выйти только из недр демократической России, до сего времени лишь алкавшей хлеба искусства. 4. Немедленная, наряду с продовольственными, реквизиция всех под спудом лежащих эстетических запасов для справедливого и равномерного пользования всей России. Да здравствует третья Революция, Революция Духа!»[4]
